China Optimization and Development Association (CODA)

Founded in 1978, CODA is a national-level multidisciplinary think tank covering agriculture, forestry, water resources, construction, energy, science and technology, environmental protection, culture, and finance.

Its work is organized across four core areas:

1. Policy Advisory – providing strategic consulting, planning, and industrial restructuring services to governments and regions.

2. Cross-Sector Collaboration – bridging government, business, academia, and research institutions to facilitate resource integration and partnerships.

3. Financial Services – offering innovative solutions including credit, funds, securities, and insurance, with expertise in PPP models.

4. Technology & Cultural Innovation – supporting incubation projects and providing platforms for creative talent and resources.

CODA has developed flagship initiatives in healthcare, education, culture, and rural revitalization, and maintains specialized committees in fields such as infrastructure, investment, digital health, environmental protection, and standardization. Through these efforts, CODA promotes interdisciplinary innovation for sustainable economic and social development.
